Matthew McCartney

An academic at SOAS and at the University of Oxford
He spent twenty years as an academic at SOAS and at the University of Oxford. Since 20021 he has been working for policy think tanks in Zanzibar, US, Zambia, and Pakistan. Matthew has been a visiting Professor at Universities in China, Pakistan, India, Japan, South Korea, Poland, and Belgium. He is a development economist by background with specialization in the economic development of India, Pakistan, and Tanzania, Ethiopia, and Zanzibar. He has also worked for the World Bank, USAID, EU, and UNDP, and the Tony Blair Institute, in Botswana, Georgia, Bangladesh, Saudi Arabia, Azerbaijan, Egypt, Jordan, Bosnia and Herzegovina, and Zambia.
Matthew holds a BA in Economics from the University of Cambridge, an MPhil in Economics from the University of Oxford, and a Ph.D. in Economics from SOAS. Matthew has published eight books, and numerous research papers. His last book was the outcome of two years of research looking at the impact of Chinese investment in Pakistan ‘The Dragon from the Mountains’, and was published by Cambridge University Press in 2021. His next book will published by Routledge in 2026m is a comparative study of industrialisation over recent decades in Ethiopia and Zambia.
